Caramelldansen a popular internet meme started in 2006. It started with 2 girls, Mai and Mii from visual novel Popotan, moving their hips from side to side while putting their hands on their heads, imitating a rabbit's ears. They did this to a game opening but someone made them do this dance to a song called Caramelldansen (Caramell Dance) by a Swedish musical group named Caramell. Caramelldansen is called the "Uma uma dance" in Japan because of misheard lyrics (thinking it said "U-u-umauma" when they said "U-u-ua ua).
The song Caramelldansen is Swedish, the dance itself is Japanese. Proof that this is true:

Isabella is doing what is known as Leekspin. It first was done on Bleach, when one of the characters took a leek and spun it around.
Later on, a Vocaloid (a computer singing program) named Hatsune Miku took a leek, put her arm out, and moved it up and down. The creators made her own version of a song called Ievan Pollka just for her version of Leekspin.
